I just want to know is this a scam

It's a scam.  There are no real lotteries that you can win, and they just send you money via courier.

Any kind of real promotion, is going to want to make a big deal out of the win.  Like how PCH shows up at your door with balloons etc.

Why would any major company give lots of money away as a promotion, and then secretly send you a check via courier?  And if they did, they certainly wouldn't expect you to pay for that.
