Past.  It happened during our pre-mortal existence.  He became satan when he was cast out... before that, he was Lucifer.

He will be "eternally cast out" after Christ comes again, he will have no power, and actually those who go to Outer Darkness (those who had a sure knowledge of Christ and then rejected Him) will rule over satan and his followers... because they have a body and satan does not.

This is an interesting question. In Job Satan goes to and fro and talks with God. He is our accuser, therefore he has communication with God.

I believe that Satan is "god" of this world.  I think God created him the way he is today.  Satan is an instrument used by God.  God has a plan and His plan is to have Satan mess everything up so that God can how His love in the end!!!  There is a purpose to the way things are in the world today.  We may not understand it now but some day, in God perfect timing, we will.
