Is Shin Akuma the strongest character in Street Fighter?

Is this for all the games, or are there stronger characters in some of the versions of SF?

well... people dont really know for sure but if you good with he/she then you should use him/her.... sooo... but i dont think so... cuz i found a different sf and its weird i mean my friend found it and... i played it ... its like a private server because the chracters are the same but the moves are different so just choose the ones you think are most powerful...
