Is Singapore the only country that offers full scholarship for undergraduates?

It's just really hard to find any countries that offers full scholarship for a foreigner who is smart, but not a genius...

If you have relatives living in Ireland, contact them to see if you would be eligible to attend college their.......it's free to all residents and possibly relatives. Although, you do have to take an exam to determine what studies you qualify for.
