I know the East had a huge boom in some areas, Thuringia Weimar was the cultural city of Europe in 99 and a lot was spent there.

I would say its more or less true.

Bavaria is the wealthiest German state. The former east states benefit from tax laws that force those who live in the former west states to pay an additional amount to help rebuild and revitalize the areas of the former east. The German economy is strong and generally doing very well.
