Sumer was not a "city", but a collection of a dozen "city-states" spread over the vast Ancient Mesopotamian River Valley located between the Tigris and Euphrates Rivers in the 4th millennium B.C., and was the first "civilization" of the region, called the “Fertile Crescent”.  It consisted of non-Semitic nomads that assembled in the region, and had emerged simultaneously with Pre-Dynastic Egypt and the Indus civilizations.  In the 3rd millennium B.C. Sumer had developed into the Babylonian Civilization.
