It's a company -- never a franchise. None of the Target stores are franchises as all are company owned

Check their historical timeline -- and there is no mention about franchising

Target manages all of their stores from central control offices in Minneapolis. In Store managers often come from headquarters and run their own business lines which has a large influence on their compensation.
