  1. IP addresses are ordinarily dynamic: they are assigned by the ISP to a particular computer, and may change from time to time.  Users have no control over this.

  2. no you cannot change an ip address that is used through the internet. they are determined by your nic (network interface card). if you are behind a router then the ip address is your router and it cannot be changed either. however, if you are behind a router then your ip address is a private one and usually follows a scheme 192.168.x*x.x*x. default is always dynamic meaning that your router assigns your ip address automatically and it will change depending what other machines are running when you boot.

  3. unplug your router for like 2 hours, then turn it back on and youll get a new ip, and make sure you delete the cookies from the website your banned from..

  4. The easiest way to change your IP address is to hide it behind a proxy server. The IP address you are assigned by your Internet Service Provider is one of many within whatever range they were assigned. Even if you were to get a fixed IP address (which costs money), it would still point to your current Internet Service Provider.

If you use a proxy server, you actually travel electronically through someone else's computer and their network. There are lots of options, some of which can cost money...others are free. Paid options include getting proxy software or paying for access through a website. The good news is that there are also free options through websites (see link below).

You open one of those webpages, then you'll see a place to type in an address inside the page (not the top of the page where you normally do that). You will probably see your website appear within that webpage (a banner or something will be at the top). At this point, you'd be viewing the webpage but electronically it would look like you are from another server (possibly even another country). The good news is that you might be able to get around your ISP being blocked. The other good news is that all the garbage that can normally make it onto your computer by visiting malicious websites won't be able to infect you. The bad news is that it may take a lot longer for pages to load because it is going through more computers to get to you. The bad news is also that some proxy may be blocked and you may have to find other ones that work.

Oh, as I side note, I would NEVER assume that anything you do is anonymous..EVEN if you are doing the proxy server thing. Any dark intentions or anything illegal could still come back to haunt you.

    Good luck!
