Description on Minitokyo says it's from the lossless Carnelian art collection.

On Minitokyo, it says:

"One of Carnelian's earlier works, she reminds me of 95-tan who also easily draws her sword.

I had to downscale the original scan a bit because it had too much pixels to be accepted. The original scan came from the lossles Carnelian art collection."

I'm pretty sure it's an original character, since there's no source for it on e-shuushuu and not tagged with any anime/game on konachan.  I'm positive it's by Carnelian.
