  1. US embassies do not give or deny permission to American citizens to marry. If an American wanted to marry a Filipino in Doha, they would have to do so under Qatari law, whatever their provisions are for foreigners marrying there. The same is true when Americans marry Filipinos in the Philippines. The embassy does not give permission there either.
