Is USAFIS legal organization in USA?

There is absolutely no reason on Earth to pay anyone, anything, to enter the Diversity Visa Lottery.  It's FREE to enter.  Contact any US embassy or consulate for FREE information and instructions.  Entry for the 2009 lottery will start in October.

In addition to the other warnings here, remember that there is no charge to enter the DV Lottery, and using a middleman such as USAFIS or any other for-profit company will not increase your chances of winning.  In fact, of all the hundreds of DV immigrant visas I have issued to lottery winners, not a single one of them used any "service" like USAFIS.

Always use only a .gov site for US immigration information.

Warning, friends. They are doing the same treament to Singaporeans. I was on the receiving end as well. After doing some research, I realized that people can go to the US embassy and they will help you with the Lottery for free. Despite what these telemarketers say, and they can downright lie, please use the services of your country's US embassy. Who knows what this mob (the telemarketers) have done with the money from people whom they conned all over the world?....I shudder....international criminal laws have not gone up against them yet, but they jolly well should. They must be sued for harassment, or be dealt with the police first, before they hardsell with our personal details. I regret giving them my number.

Be careful - they don't seem to be particularly good.
