Is USAGC ORGANIZATION legal?

I was wondering what my posibillities are to live in the US and this organization approached me. Is this a legal organization, since they ask me to pay a fee?

It is 'legal', yes - but it's a scam.

All they are doing, for their fee, is entering your name in the lottery that the US holds each year for green cards for people from "under-represented nations".

You can do it yourself for free. Here is the official US Government site for the Diversity Visa program... http://travel.state.gov/visa/immigrants/...

As you see, it warns you against wasting money to pay someone to enter you, when you can do it yourself.

I do not know how legal that organization is, and personally, I do not care.  There is a system set up for LEGAL immigration.  Follow that, and you will be welcome.  Circumvent it, and you are a criminal, and should be treated as such.

I respect the fact that you are asking if this is legal.  Even if it is, it is not fair to those who are coming in through the proper channels.
