Yes,

There are many Filipina working and living in Vancouver.  There is an area of Vancouver called Richmond where most of the population is Asian.  I think this is because the climate there is similar to Hong Kong.

It is safe but it is a big city.  You must take the same precautions you would take in a big city like Manila.
