  1. Yes, but the United States is on the Security Council and therefore Clinton could not be appointed according to the bylaws of the U.N. But of course a Yale-educated, law license-holding, former Rhodes Scholar and twice elected U.S. president is qualified for the position in terms of his resume and experience in foreign policy as the leader of the free world in complicated and dangerous times.
