Xanthomonas campestris pv campestris causes black rot in most crops. where can i get this bacteria in around Benguet

There's really no good place (as in a store) to get bacteria that causes harmful diseases.  The only places where samples of various harmful pathogens are kept are at universities and other places that specialize in reasearch.  If you need a sample for research of your own, all you need to do is contact the nearest facility in the Philippines and set up some way for you to work with them and obtain a sample.
