  1. The Canadian Firearm Centre controls all things related to firearms in Canada.  The Criminal Code of Canada describes the three groups of guns in Canada non-restricted, restricted and prohibited.

    The link below will take you to the CFC and answer your questions on the differences.  You will also have to get a PAL (possession acquisition license) in order to buy and legally own a firearm in Canada.  

    So depending on the pistol you are talking about the answer could very well be yes.  


  2. No.  The only people in Canada who are allowed to own or possess handguns are military and law enforcement personnel.  Canadian citizens are allowed to own and possess rifles and shotguns, but they have to be licensed.
