Unless it's a high energy dog that should be out working, most dogs are okay in an apartment. As long as you spend the time to train them, and teach them that they need to be quiet, socialize them well around other dogs and people. It's not fair to make a dog live in an apartment, as it's harder to housetrain them, they don't get the outside time they should.
