Is a bartender certificate valid in a different state then where you got it? Does it make any difference?

Just hitting some tags on Yahoo's search engine yielded a lot of contradictory info.  The state in which you intend to practice the honorable and sacred trust of mixing drinks varies.  Maybe U.N.L.V. could answer your questions.

Bartending schools are a waste of money....most employers know that the schools are a scam...the only way to learn bartending is to bartend.

I would never mention to an potential employer that I had wasted my money like that.

And there is no regulation on having any sort of license to bartend...
