Is a blocked site will stay bloked forever? but why?sometimes you will need to open the site, what must i do?!

i mean if you can not wait to open a site, write the title, and enter it. then you are sad to find that you fave site is blocked. but what will happen if the site was important, how can you open a blocked site?

I dont understand what you mean for a 'blocked site' is a firewall or some sort of parental control preventing it???
