My friend is a really flirtatious boy and when we see each other, he always goes wherever I go, escorts me to the water fountain, holds my hand sometimes, recently said I love you and then hesitated and said he liked me as a friend and then he told me on the phone that we were dating now and then said he was joking. Does this mean he likes me or not?

Of course it does.  He is probably waiting for you to make a move also.  He doesn't want to just say that he likes you, then feel rejected.  He is trying to give you signals, and he wants you to take action as well, whether you say yes or no he still wants an answer.
