  1. In order to gain strength or muscle your body needs to rebuild the muscles.  To do that it needs the raw materials.  If you don't have a calories surplus where is it going to get the fuel to do it?  Remember that calories surplus means just that you need to eat more calories than your body burns in normal everyday activities.
