  1. Can't understand your question. CB coil? Collector-base coil? Citizens Band coil?

In general capacitors can smooth out "pulsing" voltage and deliver a more constant voltage.

  2. There are capacitor trip units for circuit breakers that use the energy storage of a reasonably large capacitor to activate the breaker trip coil.

These trip units are applied to allow the breaker to be tripped even if auxiliary (control) power is lost.

The power output of the capacitor is not constant, to be sure.  But the capacitors are selected to store enough energy to energize the trip coil once, or perhaps twice before being discharged.

These trip circuits commonly utilize a simple full-wave bridge rectifier between the incoming AC control power and the DC capacitor trip circuit.
