It was  and is not any civil war; it was a terrorist attack.

Terrorists did attacked on U.S. warship, Oklahoma military hotel ,  FBI New York Headquarter and CIA Headquarter in Virginia, before attacking WTC in 911.

In Iraq, many suicide bombs were targeted on police station and recruitment for police. During IRA period, many IRA bombs attack were also targeted on police station.

According the latest information, the explosive used in Xinjian were provided by ETIM which was a chinese branch of ql Qaida. Hence, it was a terrorists attack. Those two bombers were arrested before they committed suicide. (Perhaps, their sexual organs should be cut out so that they would never enjoy those 70 virgin service in heaven)

Nevertheless, Chinese Government invoked their air-force to conduct a show of force towards those targets in yesterday.

If by civil war you mean islamist extremest against the Christians and Atheists of China, Possibly. But more accurately it is simply islamic Terrorist attacks on yet another non-muslim country.
