Is a consultant only to advise or is that consultant suppose to do the whole job?

A consultant was brought into our agency to help with a special event that is coming up. This consultant has since taken over the whole project and no one from our agency has been able to have any input into the event.

Actually both (or either).  Depends on what you hire them to do and how it's negotiated.  We (www.eavg.com) are sometimes hired to do the work and sometimes we're hired to offer advice.  We work with startup companies so we wear may hats at times.
