Some are and some are not, and some are partially. When going to donate first make sure it is legitimate, second ask them if it is fully tax deductible. They will tell you if it is, so make sure you get a receipt for tax purposes.

It should be unless the recipient is your own child.  That might look a little fishy. ;)
