Is a eyeshadow primer the same thing as a eyeshadow base?

Yup.  They are both used to extend the wear of your eyeshadow.  For example, my skin gets oily by the end of the day and my eyeshadow starts to wear off.  So, that's why I use this base.

Loreal De-crease works great with any eyeshadow color.
