  2. A pulley is used to change direction in a force or multiply force by using pulleys together.

    I don't see how the fishing reel qualifies on either of those counts.

    However, it does have the mechanical advantages of a wheel and axle system.

    So I'd say NO to both, yes to the wheel and axle.
