Is a flight from the UK to Gibraltar technically an internal flight?

On Internal flights inside the actual UK (ie within England, Wales, Scotland and NI), you don't need a passport to fly, you just need a valid form of ID, such as a Driver's Licence.

Does the same apply to Gibraltar, or is it still considered an International flight regardless of Gibraltar's status as a British overseas territory?
