  1. Pretty vague but I'll give it a shot.

    Tune up usually refers to ignition parts, air filter, oil change and not much else.

    Full service could be referring to to manufacturers specified service at specific intervals. These often include things like CV joint lubrication, timing belt change outs, A.C. filters, coolant change, etc. Every manufacturer has a specific schedule based on the mileage of the model that will specify things to be done.

  2. A "full service" usually means an oil change, chassis lube, oil filter, and check-and-fill maintenance on transmission fluid, engine coolant, and windshield washer fluid.  Air filter and other replaceable devices may be included in the check-and-replace list.

    A tune up means replacement of spark plugs, ignition points and condenser in older engines, sometimes spark plug wires and other ignition components, adjustment of ignition timing if adjustable, adjustment of valve mechanism lash if adjustable, and numerous other adjustments and replacement of small components.

    What is similar is that the hood is up in both procedures, and work on the engine is involved.  What is different is that full service is a matter primarily of lubrication and fluid levels, while a tune up is more basic maintenance of engine operating components.

    Full service is done more frequently than tune ups are done.
