I would say so, since on a par 3 the first shot is considered the green in reg shot.

Yes, a green-in-regulation is when you get on the green in one stroke under par.  If you made a hole-in-one you got on the green in two strokes under par.

Yes, as long as it's on the green (or in the hole) in 2 strokes under the par for the hole or better it is a GIR.
