I agree with Charlie.  It is still possible to enter Mexico without a passport by GROUND.  I.e. Driving.  If you are flying, you require a passport from the USA.

First 2 answers are wrong and 3rd is correct about flying.If you FLY to or from Mexico, you must have a passport NOW.  If you travel by LAND or SEA, passports are NOT needed until after SUMMER 2008.  See website below and read the top half of the page to see the CURRENT info.
