Is a pokemon that says arrived at level 100 hacked?

there was this kid that wanted to trade me a ho-oh but then i saw that it arrived at level 100 so i decided not to trade cause my knowledge says u can only get it on level 70 but then he said it was because he cloned it.

I have been looking at this myself and It maybe from being traded through the GTS as well.
