question prompted by the following thought :

<Could a safety-critical project linger for years, with little progress ?

If there are "problems" with the project, isn't it likely that rogue staff have been sabotaging the project - for example by saying "Use the most recent version of everything" ? The system can't be fixed, within the guidelines that have been set up. Fixing the system would involve violating taboos.>

 1. For a while now questions related to the Collins submarine project keep surfacing here in the Philosophy section (for some reason). The only Collins submarine project i am aware of is the Australian navy project to build 6 submarines, so forgive my ignorance if you are asking about something else and if that was the case your feedback is much appreciated specially in relation to philosophy.

 2. If the robot has been originally, and deftly, programmed to think, yes, the robot will think! there will be perversions in thinking, most probably, as in the case of Bhasmaasura of indian mythology or franknstn's monster in known literature! But then, the robot may think intelligently in a positive manner, if programmed, and come up with solutions to many problems we have discussed here in the last few weeks!
