  1. There are two laws,  The first says that a retailer must accept coins for purchases or you do not have to pay for the item, but there is a second law that says that a retailer does not have to accept large quantities of coins (such as 1000 pennies) for purchases.


  2. coins are legal u.s. tender. there is no reason that any retailer shouldn't accept coins as a payment.
