  1. it is basic

    phosphate ion reacts with water, & in so doing releases OH- ions:

    (PO4)-3   & H2O -->  (HPO4)-2 & OH-

    the K for this hydrolysis is 2.38e-2 , that's impressive

    a 0.1 molar phosphate solution has a PH over 12


  2. I believe it's slightly basic, I looked it up on google and the pH is 7.5 from what I could gather.
