Not necessarily, a tax id number is ussually issued at the state level, and an employer id is normally federal.

A Tax ID. Number is the number you  use for a particular type of tax.  For most people it is their Social Security Number.  Business with employees, partnerships and corporations are issued an Employer ID number by IRS.  States issue different account numbers for unemployment and sales tax purposes
