Is a tropical depression bad enough to close schools?

  1. In Houston, TX, Rice University closes for them if they are coming very very very near us, but otherwise no.  It may be different for other coastal schools - Rice is prone to flooding, so the administration doesn't want its teachers and off campus students to get trapped at work/school, so we get half-days off for almost any severe rain.
