For a beginner yes, to play around on etc. The 110s are very common check out the Kawasaki. These are off road entry level trail type bike that even bigger expert riders like to play around on.

The ttr90  is a basic trail bike with only a seat height of 24 inches.  If you are looking for a small bike to just play around on in a paddock that may be a bit small for you then this would be that sort of bike.  

But if you want something that would be a good size for riding then at 12 (depending upon how big you are) this may be way too small.  You certainly would not want to race it and where I am there really isn't a class anyway.

Well...depends how tall he is. Because I'm 12, and i ride a CR-85. If he's over 4'8, then I'd get him a CR-85.(SMALL WHEEL!) The only good thing about the ttr 90 is that it has electric start.
