During high tides or in the night the overall water level rises above a certain level. This again goes down during normal day time.

  1. Not exactly vacuums that are created. Pressure differences arise due to several factors, including the rotation of the earth. As you should know, the tides are due to the diurnal pressure differences.

  2. The water shifts from one place to another. When it's high tide somewhere, it's low tide somewhere else.

  3. Tides are caused by the gravity of the moon.

The moon pulls the earth and everything on the earth toward it.  It has the greatest effect on whatever is closest.  The water closest to the moon is pulled more than the earth making a high tides on the moon side.

The solid earth is pulled more than the water on the side away from the moon.  This leaves the water in place while the earth is pulled away.  This results in a high tide on the side away from the moon.
