No. 

I have a dive watch with a band that expands to accommodate a wetsuit, a bezel that rotates to track dive time, stainless steel to prevent corrosion, waterproof to 100meters.  And it also tells time. Doesn't sound like jewelry to me! And this is a relatively common watch.
