Is a web-cam video thing built into my dell laptop?

I have a dell.. and it Looks like it has a little camera thing on it. So I downloaded Skype and I can't figure out how to make the Other person see me, yet I can see them... Any Idea?

  1. tools - options - video settings  pick the webcam, or i use cyberlink webcam filter, so i can use a program for cool effects
