  1. Most are referred to as Planning and Zoning Commission Members and serve usually as appointed volunteers to consider subdivision, rezoning and planning matters.  I'm not familiar with the term Zoning Officer, but Planning and Zoning Boards or Commissions have a permit and enforcement division who are usually hired as civil servants, probably what you are referring to.


  2. Typically not, although in some jurisdictions it might be.
