Is about -4 vision in both eyes bad for a 15 year old?

Or is it normal?

Not good, obviously, since "zero" is the ideal, and not statistically the norm, either.  

But it's not remarkable, or indicative of eye problems beyond the short-sight itself.

My Rx ranges from -7.25 to -13.50 from the best of the best eye to the worst of the worst.  And that range is itself an issue.

Someone who doesn't need any correction would consider

-4.00 pretty bad, but it's not that impressive as shortsight goes.

I don't think it's ever been formalised anywhere, but "severe short sight" is generally considered to be -6.00 and above.

so -4.00 doesn't qualify.

Your prescription is pretty mild, I'm about the same as yourself.
