Is absconding a life time ban? ?

a have a friend of mine he went back home for some personal problem without giving noticed to our company. When he reached Philippines he give his resignation through email to our HR department but our HR manager replied that he was absconding. He sent his passport through courier in order to them to stamp that his visa was cancelled but they wont. Now my question is, can he still comeback here in dubai for a visit visa?

depending what country your in, considering its dubai and that in dubai rape victims are treated as the criminal whilst the rapeist walks free i imagine they just make it up as they go along. bribe?

Well, the "transgression" as far as I can tell was against the company, and not the country/kingdom of Dubai. I fail to see why he should have problems with his visa/passport. Unless it was his employer who processed the visa for him, in which case, they are making his life difficult as "punishment" for what he did to the company.

The whole thing could have been avoided if he just gave notice to the company. I'm also Filipino, and I've encountered this behavior so many times already in the workplace, people looking for "palusot" (a loophole) for something they do or didn't do, and then looking for ways to weasel out of their predicament.

If this was a personal problem, he should have told the HR Manager that it was unavoidable that he go home. He has to know that there are consequences anywhere else in the world for doing what he did, and thought was "standard practice" in the Philippines. He can contact the Philippine consulate in Dubai and the POEA (Philippine Overseas Employment Adminstration) for legal help. The passport is legally owned by the Philippine government and should be surrendered if our government asks for it. That's the only way I can see out of this mess.
