  1. Kansas permits adult adoption.

The following states do not permit an adult to adopt an adult:  Alabama, Arizona, Hawaii, Michigan, Nebraska and Ohio. There are some other states that are silent on the subject, but in practice, only allow adult adoptions if the adoptee is disabled.

If your state doesn't permit adult adoption, you can move to another state and become a legal resident there, complete the adoption and then return to your state.

As far as international adoption, I know a former US military guy who adopted his late wife's adult son (they were German citizens living in Germany) in the US in the late 1990s.  Once the adoption was completed, they were able to apply for permanent US residency.  Took time, but it worked fine.

  2. Kansas courts do not have any jurisdiction over you in suits involving the parent-child relationship.

Are you using this proposed adoption as a method of obtaining residency and eventual naturalization into the USA?

The Kansas residents possibly can adopt you in your home country [NOT in the USA] but you can only become a US Citizen by going through normal naturalization procedures because of your age.

If your home country will allow them to adopt you, your new parents will apply to the USCIS [US Citizenship and Immigration Service division of the Department of Homeland Security] for a permanent visa for you to live in the USA as a Resident Alien. Then you go through the regular naturalization procedure.

There are no short-cuts on this.

    Good luck to you
