if they are,when are they playing and againsnt who?

Iv never seen them play,they are ranked around 14in the Worlds top rugby teams,yet i have never seen them play.

Yes, the USA is in Group A of the 2007 world cup.  They open against England this saturday 9/8 at 18:00 (CEST).  you can get a full schedule at www.excely.com

Yes, they're in the Rugby WC this time around too. Group A along with England, South Africa, Samoa and Tonga. Pretty creditable performance against the English on Saturday. 10-28 is not a bad score line at all, especially when you consider you're up against the defending champions.
