Is an MCA pass-out from Indira Gandhi national Open University eligible for H1-B visa? please reply ASAP?

Please!!! Somebody please reply (or give a proper clear answer) as to whether an MCA(masters' in computer applications) from IGNOU(Indira Gandhi National Open University) is eligible for applying H1-B visa?

I am going through a tough now and i am in a dilemma whether I will qualify for applying H1-B visa. Please give me a reply. Whether I will get H1-B visa or not?
