A friend of mine needs to rent a car, but she only has an international driver's license. This is in Minnesota.

  1. An international drivers licence is only a document that translates into other languages the licence type and conditions you may have on that licence. When you travel to a country that has a different language from your origin, you would need to produce this international drivers licence along with your current drivers licence card/document that you have been issued from where you live.

  2. Sounds like your friend has been the victim of a scam.

There is no such thing as an "International Drivers License" and it is a popular scam for these to be sold on the internet.

People from overseas, who want to drive in another country must hold a drivers license in their home country.

Then they can obtain an "International Drivers Permit" to use in other countries, but that permit is not valid on its own.

So if your friend has only an "International Drivers Permit" it cannot be used.  To use it, she would also need her valid license from her country of origin.
