  1. If I understand your question you are wondering if you need a filter at all. The answer is yes. Every aquarium with live fish needs a filter to maintain water quality. Without filtration ammonia and nitrates will rise and kill your fish.

Under gravel filters are pretty much c**p (to put it bluntly). The best filters are top mounted with water flowing through or over a filter cartridge.

  2. An undergravel filter is not good for those because bacteria will not grow in a bed of much too big stones. With these you would need a canister, power or sump filter to accommodate a colony of bacteria.

  3. Good bacteria mainly resides in the filter media.  A filter IS highly recommended for any aquarium while a substrate isn't mandatory.

  4. You may use any thingthing like gravel or stones or nothing as bed. These looks good & even hide the waste of the fishes under it. The purpose of the filter is to clean the water by filtering the waste from the water and keep it clean as far as possible.

So, use any filter available in the market, which may cost around Rs 250/- to Rs 450/-.

Do clean the filter also after some time.
