I also received one of these letters and am questioning its legitimacy since i cant seem to find a website or anything on the internet about them.  If anybody is feelin frisky and actually sends it back with the 20 I would really like to know what the outcome is

I received one today as well.  There is no phone number, and I'm not about to just send $20 in the mail.  It doesn't really make sense, since common sense says it'd be easier for them just to deduct the $20 fee from the multi-million dollar award I supposedly won.
